Email from Rich Lockwood 1612 Tuesday 24 May 2005, SUBJECT: CERRUS-FOLLOW-UP (re 6 May 05 meeting):

FOLKS -

Sorry for the delay in getting this out to you. Attached please find the latest Revision (3) to the Mission Statement and some notes relative to the discussions of the meeting.

Fred Pozzuto of our Regulatory Branch will work with Andy Talento's team to prepare a draft Dock Operating Guide for both private dock owners and Marinas.

Fred will also draft some language that we will include as a Special Condition to any permits for Marinas

Fred will draft up a proposal on "peer group review" for permit applications similar to what we currently do with the commercial interests.

Dave Sneberger will survey the Lockmasters and Operators to see if one or more of the following ideas can be implemented without impact on staffing or maintenance schedules:

ÀÀ Operate early morning hours from lock opening to Memorial Day and from Labour Day to lock shut-down so as to accommodate fishermen and later hours between those holidays to accommodate boaters.

ÀÀ Schedule one morning (group) lockage and one afternoon (group) lockage (fixed times) each day the lock is staffed

ÀÀ Allow one "appointment lockage" each day that the lock is staffed. Everyone would have to adjust to that one lockage time

ÀÀ Allow "appointment lockages" each day that the lock is staffed with the same 24 hour requirement as industry

Rich will take the recommended scheduling ideas and coordinate with the Commercial Marine Industry.

The CERRUS Distribution List will be used to disseminate information on the Upper Mon Automation Study as it becomes available.

The recommendation for a Corps of Engineers Auxiliary will be passed up the command chain. The concept is based upon the USCG Auxiliary.

Please advise any changes recommended to the Mission Statement or any notes that you want added to the record.

Next meeting is tentatively scheduled for 16 September. If possible we will consider rotating meeting locations around the District.

Regards

RICH LOCKWOOD

PROPOSED MISSION STATEMENT

D:\PghDist-CERRUS-Ferris-30JunY2K5

Email from Mike Ferris 2:26PM Thursday 30 June 2005:

Richard and other CERRUS members,

I've talked over the proposed modification to the lock schedule at Allegheny 6 and 7 with quite a few recreational boaters The general consensus was that everyone appreciates the fact that the Corps is willing to try a pilot program such as this. Most everyone believed that a scheduled lockage would be better on Fridays and Mondays rather than Thursdays and Fridays. In addition they felt that the time period would be better if it were scheduled as late as possible in the day possibly from 1300 to 1500 hours. The most logical reason for a boater to utilize this window of opportunity would be for those who were taking a half day off of work or an extended weekend. Most boaters have to travel a distance to get to there marinas so operating the locks in the afternoon would allow a little more time for travel.

This is the input I was able to get.

Email from Rich Lockwood 5:28PM Tuesday 28 June 2005,

SUBJECT: CERRUS-MODIFICATION TO LOCK OPERATING HOURS-COMMUNICATIONS PLAN

CERRUS TEAM - One of the "do outs" from the recent CERRUS meeting was for us (LRP) to review the numerous suggestions that were advanced for how we could satisfy more of the Recreational Users needs without compromising reliability of the system, increasing costs or impacting current staffing levels. After a lot of discussion and coordination, we are recommending that we make no change at AR8, AR9 or Morgantown; but that as a pilot project, we modify our Navigation Service at AR6, AR7, Hildebrand and Opekiska to provide a two hour window every Thursday and Friday when we will lock-thru whatever vessels present themselves. The proposed period is 1100 to 1300. I believe it will satisfy the need, the impact on maintenance should be minimal and the benefits to users will be significant. I would like your reaction to this proposal and your estimate of the utility of this change. The proposal would be implemented as a pilot-project for a single season. We would monitor the number of vessels using the service and then make an analysis of the costs versus benefits at the end of the season. Appreciate your feedback as soon as possible. The proposed period is 1100 to 1300.

Definitely a positive step. I don't know the constraints, but I would

think the Friday operation would be of most use to long distance

cruisers and long-weekenders if scheduled as late as feasible. I would

expect that they would be planning a Saturday return.

On the other hand, the 1100 to 1300 slot makes an up Thursday, back

Friday practical.

I am tasking folks to take action based upon these notes, so if you believe I have misunderstood the discussion at the meeting or incorrectly interpreted an agreed upon action, please advise at your earliest opportunity. I will be out of the office for a protracted period, but will try to stay in touch and work the issues by e-mail.

Really appreciate your participation. The next meeting will rotate back to the Pittsburgh District Office and will be planned for a Friday in late March or early April.
