Subject: IMTS Levels of Service - Additional (Lock) Service (to Support 2014 Events on the Upper Monongahela River)

Dear Colonel Lindstrom:

As requested by you in meetings held in Morgantown WV on 26 September and in Kittanning PA on 30 October 2013, the Upper Monongahela River Association (UMRA) is forwarding a prioritized list of Upper Mon River Recommended Lock Openings For 2014 (attachment1), consistent with major fishing tournaments and a facilities dedication in Marion County West Virginia. This list has been developed by the lock working group that includes representatives from the B.A.S.S. Nation of WV, the WV Bass Federation, the Cheat Lake Anglers Bass Club and UMRA.  The West Virginia Division of Natural Resources served as a resource and provided information as did several other users of the Upper Monongahela River.  Recreational and commercial use of the Upper Monongahela River requires passage through the locks and is important for the current and future economy of the region. On behalf of UMRA and the lock working group, we look forward to continuing to work with the Army Corps of Engineers to meet the needs of the recreational (and commercial) users of the Upper Mon River. This request for 8 days of lock openings is made as we in West Virginia, along with our partners on the Upper Allegheny (ARDC), work with you on a longer term and broader lock opening program using the “Contributed funds” approach.  If you need further information we can be reached by telephone at 304-276-3792 or by email at bpallay@comcast.net.
